About Spencer

I am passionate about building a stronger, better community and have dedicated much of my life to serving others and contributing to the communities where I live. I have built my life around public service, responsible stewardship, and delivering results. As the father of two young boys, I want my service to set an example for them and inspire them to give back to their community. That commitment also drives me to do everything I can to make Kyle a better place to live, raise a family, and call home.

I am a firm believer that if a person has the capacity to serve, then they have a duty to serve. With this mentality, I’ve proudly raised my hand to serve the City of Kyle as a candidate for City Council.

From community service to state government and disaster recovery, I’ve spent my career leading teams, managing public resources, and delivering results. I’m ready to bring that experience to Kyle.

Background & Qualifications

  • 2022-2026 | Chair of the Kyle Library Board, Chair of the Economic Development and Tourism Board, and Planning and Zoning Commissioner

    • Served my community on multiple Boards and Commissions for the City of Kyle. During this time, I led the Library Board in successfully creating Council-approved policies, strengthened connections with regional economic partners, and participated in the permitting, platting, and appeals process for local developments.

  • 2021–Present | Senior Managing Consultant

    • Help public governments, universities, hospitals, and schools secure federal funding and manage insurance claims following disasters. Over the past five years, I have helped clients pursue and retain nearly $500 million in federal and insurance funding, including successfully completing multiple internal and external audits.

  • 2017–2020 | Texas Division of Emergency Management Affiliate

    • Responded directly to Hurricane Harvey and led financial compliance reviews of hundreds of millions of dollars in federal disaster funding across Texas.

  • 2017 | Texas House of Representatives

    • Served as Assistant Committee Clerk for the House Insurance Committee while supporting the committee’s operations and compliance with Texas law.

  • 2016 | Student Regent, Texas State University System

    • Helped oversee the governance of all seven universities and colleges within the system.

  • 2015 | Student Body President, Sam Houston State University

    • Led student government for 20,000 students and successfully advocated for bike lanes, sidewalks, and other infrastructure improvements across the City of Huntsville, Texas.

  • 2014-2015 | Library Board Member, Huntsville, Texas

    • Helped with library governance by setting policies, overseeing finances and advocating for the library within the community.

  • 2014 | Director of Bearkats All Paws In, Sam Houston State University

    • Coordinated thousands of volunteers across 30+ sites in the largest single-day community service event in Walker County.

  • 2011 | Eagle Scout

    • Led community service projects across San Antonio, including improvements to a local fire department.
